Subject: Notes is opening the wrong browser from URLs - how can I fix?

I have a fairly new PC running Windows 7 64-bit and Notes 8.5.2.

The default browser in the OS is Opera. I've confirmed this by:
  • Opening .htm and .html files from an Explorer window - they open in Opera; and
  • Opening "web shortcuts" dragged to the desktop from other browsers - they also open in Opera.

I have Notes preferences set to use the OS default browser (see picture below), but every time I click a URL in Notes, it is opening in Firefox instead of Opera.
How can I fix Notes to correctly recognise the default browser?
